Most NDT related international Standards specify

• An NDT procedure shall be approved by a certified Level 3 in the test method.
• Competency of test personnel performing test shall be assessed by a Level 3 in the test method.
• A Level 3 shall supervise approved testers in the test method
• A Level 3 shall periodically review test data and reports completed by Level 1 and Level 2
